Ms. Villarreal has over twenty-five years of environmental experience, and is a regulatory and permitting expert in the field of air quality. Prior to joining Clara Vista, she worked as a section manager in the Air Permits Division at the Texas Commission on Environmental Quality (TCEQ) and as a project and client manager for both RMT Inc. and TRC Companies. She has extensive knowledge of state and federal air quality regulations and in-depth experience with air quality permitting and compliance strategies that are consistent with TCEQ and EPA regulations and policies. Tammy is a New Source Review (NSR) permitting expert and excels at developing strategic air quality solutions, and being a regulatory and air quality permitting liaison for a variety of industries.

Ms. Boyer has over 17 years of experience in operations, state regulatory agency (TCEQ), federal facility, chemical manufacturing, chemical distribution, and environmental consulting. This experience includes chemical distribution positions as the Environmental Engineering Manager and Senior Environmental Engineer at a chemical distributor's corporate office overseeing approximately 60 facilities across the US, Canada and Mexico. In addition, Roberta was a site environmental engineer for both Specialty and Commodity Chemical Manufacturers and worked at federal facility in the Houston, TX area. She was also an Emission Event investigator and air permitting engineer for the TCEQ and a water and wastewater operator in Texas.

Mr. Roney has over 10 years of air quality project experience. This experience includes environmental consulting and regulatory compliance project work as a site environmental engineer for a Plastics and Petrochemical Manufacturing Plant in Texas. His experience includes: Title V permitting and deviation reporting; New Source Review renewals/amendments; Permit by Rule registrations; multi-media compliance audits; Emission Reduction Credits (ERC); Emissions Inventories (EI); Greenhouse Gas (GHG) Inventory reporting; SARA 313 – Toxic Release Inventory (TRI) reporting; and Spill Prevention, Control and Countermeasure (SPCC) plans.
