Clara Vista Environmental, LLC. (Clara Vista) was founded by Lois McQuade and Holly Neibert in the fall of 2014. Clara Vista is an environmental consulting firm that provides compliance solutions and environmental permitting assistance to our clients. We are committed to providing the best service, innovative problem-solving, schedule and budget conscious project management, and top quality work products to our clients. We pride ourselves on developing and maintaining strong client relationships through our top notch customer service and high quality work products.
Lois McQuade - Principal/Owner
Ms. McQuade has over twenty years of environmental consulting and regulatory experience specializing in air quality related projects. These projects include compliance audits, tasking, strategies, plans, and investigations, New Source Review (NSR), Prevention of Significant Deterioration (PSD), and Title V Permitting, training, negotiating permit conditions, notices of violations, and periodic monitoring and compliance assurance monitoring negations. Her experience also includes five years of program development and management with the Texas Commission on Environmental Quality (TCEQ), fifteen years of environmental consulting experience that includes building a multi -media consulting office in Houston for Titan Engineering, Inc. and being an active partner and founder of Clara Vista Environmental, LLC.

Holly Neibert - Principal/Owner
Mrs. Neibert has over twenty years of experience in both chemical manufacturing and environmental consulting. This experience includes chemical plant positions as the Environmental, Health and Safety Manager at a custom chemical manufacturing facility in Georgia, a site environmental engineer for a Polyvinyl Chloride (PVC) Resin Manufacturer in both Texas and Kentucky, and a production engineer for both a PVC Resin Manufacturer and Custom Chemical Manufacturer. Environmental consulting experience includes over ten years as a project manager, permitting expert, auditor (multi-media), and being an active partner and founder of Clara Vista Environmental, LLC.
